The BoatUS Foundation for Boating Safety has released "Foundation Findings #52," the latest boating safety equipment product testing series now chronicled in the June/July 2012 BoatUS Magazine, "It's a Dog's Life (Jacket)."&lt;/p&gt;
&lt;p&gt;What are two key findings? With the dog in the life jacket, first ensure that straps and buckles don't rub sensitive parts. This is especially important when the life jacket will be worn dry, on deck. Some dudes call them &amp;ldquo;structure-scopes&amp;rdquo;&amp;mdash;ultra-precision fishing rods that ping pebbles, sand and mussel beds, and even transmit what legendary angler Ron Lindner calls &amp;ldquo;drive-by&amp;rsquo;s&amp;rdquo;; those subtle walleye nudges that barely brush the bait. When St. Croix Rods walleye pro Tommy Skarlis visited Red Wing, Minnesota, for the National Guard FLW Walleye Tour event in April, he brought with him a virtual golfbag of fishing rods, knowing in advance that success would likely hinge on versatility in the perpetually changing current conditions. &amp;ldquo;I wield fishing rods like pro golfers use clubs,&amp;rdquo; said the perennial walleye winner. &amp;ldquo;Prerequisite to consistent success, you&amp;rsquo;ve got to have access to a full range of rod lengths, actions and powers. And there&amp;rsquo;s no doubt that St. Croix gives me the most complete bag of walleye rods I&amp;rsquo;ve ever used.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;On the pivotal first day of the event on Pool 4 of the Mississippi River, Skarlis sacked a bodacious limit of walleyes, including heavyweight postspawn females of 11, 8, 8 and 7-pounds. His first day weight of 36-pounds, 12-ounces fairly decimated the field, leading his nearest competitor by the equivalent of a 9-pound hawg. Although the veteran river pro from Waukon, Iowa, relied on several presentation programs, his epic first day was all about precision three-way rigging with Rapala minnowbaits. &amp;ldquo;I towed #7 to #13 Original Rapala Minnows behind custom made Do-it Molds pencil sinkers on 10 to 12-pound test Trilene XT leaders. The Rapalas were definitely key to triggering the big fish, but we had to change up colors and sizes in different spots, depending on sun penetration, current and water clarity.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Skarlis keyed on current seams associated with bottom transitions, as well as rock piles and wing dams to bag solid limits each day of the tournament. Central to Skarlis and his partners&amp;rsquo; success, however, were an arsenal of sharply sensitive St. Croix rods, which effectively measured each spot&amp;rsquo;s pulse. &amp;ldquo;My partner clutched a 7-foot Legend Tournament Walleye Series Bounce-N-Troll rod, which gave us just enough separation from the boat and other baits to remain constantly in the zone, while the softer rod tip provided some room for error. My other combos consisted of 7- to 7-foot 2-inch LegendXtreme, Legend Elite and Eyecon trolling rods coupled with 10 and 20-pound test SpiderWire Stealth. These are the most sensitive rods on the planet, but they&amp;rsquo;re also backed up with the power to tame big fish; without them, there&amp;rsquo;s no way we could have felt every rock, mussel and sand transition in the river&amp;mdash;much less brought them to the net fast.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;In the tournament, the more of these transitions you could put together and ID on the river, the more big fish you were going to catch. Once we zeroed in on one of these key zones, we&amp;rsquo;d use the rod tip to hover the three-way and Rapala almost in place in the current&amp;mdash;in the right spots it was effortless. Also amazing was that with these rods, we could detect those super-subtle &amp;lsquo;push&amp;rsquo; strikes. On one pass I felt a walleye nudge the Rapala twice, which gave me the confidence to stay after the fish. She came back a third time and I tagged her, a 10.5-pounder that helped seal the deal.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;For Skarlis, who won the three-day event with 72-pounds, 8-ounces, it was sweet redemption, having barely missed a win just downstream during the 2011 AIM event in Dubuque, Iowa. &amp;ldquo;These St. Croix rods have elevated my game to another level,&amp;rdquo; he concluded. &amp;ldquo;It&amp;rsquo;s incredible how much they have amplified my sense of feel, not to mention improved my ability to present baits and fight fish. For me, it&amp;rsquo;s been like hefting an old metal golf club, and then swinging away with a Ping&amp;reg; titanium driver.&amp;rdquo;&lt;/p&gt;

These are general guidelines; please refer to the engine manufacturer&amp;rsquo;s owner&amp;rsquo;s manual for instructions specific to your outboard.&lt;/p&gt;
&lt;p&gt;In the Middle&lt;/p&gt;
&lt;p&gt;It&amp;rsquo;s important that you mount the outboard on the centerline of the boat. Some transoms have a dot or discreet mark indicating the center, making the job a lot easier. However; if you&amp;rsquo;re not so lucky, you&amp;rsquo;ll need to determine the transom&amp;rsquo;s center by finding the center of the keel and drawing a line (perpendicular or square to the keel) straight up to the transom. Or drop a plumb bob from the transom to the keel&amp;rsquo;s center, and mark the transom accordingly. There are several ways to find the center, but none is really difficult.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;On the other hand, if you&amp;rsquo;re simply reinstalling the outboard on your boat, put the engine back where it was last year, and double-check that it&amp;rsquo;s centered on the hull. &lt;/p&gt;

If the outboard isn&amp;rsquo;t in the center, the boat could be tough to steer and exhibit strange handling underway.&lt;br /&gt;
&lt;br /&gt;
Turn the Screws&lt;br /&gt;
&lt;br /&gt;
You&amp;rsquo;ve centered the outboard on the transom; now tighten the clamp screws to hold the engine on the transom. Turn the clamp screws in evenly, so the clamping pressure is about the same for both clamp screws. Tighten them as much as you can; ideally the clamp screw handles can fold over and meet in the middle, so you can padlock them together. Locking the handles together prevents the clamp screws from working loose, and deters those who would be inclined to abscond with your outboard.&lt;br /&gt;
&lt;br /&gt;
If your Yamaha outboard has an engine restraint cable attaching point, fasten a cable or chain from the outboard to the inside of the boat to avoid the outboard from parting company with your boat without notice.&lt;br /&gt;

Engine Height&lt;br /&gt;
&lt;br /&gt;
With the clamp screws tight, and the engine positioned vertically, check the engine height in relation to the bottom of the boat by placing a straightedge along the keel to the outboard. The anti-ventilation plate should be even with the bottom of the hull or slightly (an inch or so) below the boat&amp;rsquo;s bottom.&lt;br /&gt;
&lt;span style="color: #c00000;"&gt;&lt;em&gt;&lt;strong&gt;&lt;br /&gt;
CAUTION: Incorrect engine height or obstructions to smooth water flow (design or condition of the boat, boarding ladders, and transducers) can create airborne water spray while underway. This spray could deprive the engine of adequate cooling water, potentially resulting in severe engine damage.&lt;/strong&gt;&lt;/em&gt;&lt;/span&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;p&gt;
When installing an outboard, you want it deep enough for the water pickups on gearcase to draw in sufficient cooling water for the engine, and the propeller to stay hooked up, but not so low in the water to create excess drag (resistance). &lt;/p&gt;
&lt;p&gt;If the outboard is too high or too low, adjust the its position accordingly, and re-tighten the clamp screws.&lt;/p&gt;
&lt;p&gt;Additional Security&lt;/p&gt;
&lt;p&gt;Once the outboard is positioned properly on the transom (centered and good engine height), and you are ready to permanently install the outboard, it&amp;rsquo;s time to bolt the engine to the boat. If your outboard has provisions for bolts, the bolt holes should be located towards the bottom of the clamp bracket. We recommend marking the holes, and removing the engine before drilling through the transom.&lt;/p&gt;
&lt;p&gt;&lt;img alt="" src="/BLOG/FEATURES PHOTOS/YAMtighten.jpg" style="border: 0px solid; float: left; margin-right: 15px;" /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;After you&amp;rsquo;ve drilled the bolt holes, blow out the shavings from the drill bit, and apply marine sealant to the inside of the holes. Re-mount the outboard, snug up the clamp screws (not extremely tight yet), then start the bolts through the transom and the clamp bracket (bolt head on the inside of the boat).&lt;/p&gt;
&lt;p&gt;Verify that the outboard is still centered on the transom, and the engine height is OK, then snug down the clamp screws to max tightness, and torque the transom bolts &amp;ndash; without crushing the transom.&lt;span style="color: #0070c0;"&gt;&lt;em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span style="color: #0070c0;"&gt;&lt;em&gt;NOTE: During water testing, check the buoyancy of the boat at rest, with the maximum load in the boat. Check that the static water level on the exhaust housing is low enough to prevent water from waves and wakes entering the powerhead when the engine isn&amp;rsquo;t running.&lt;/em&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Use only the bolts that came with your engine, or stainless steel equivalents, including flat washers and lock washers, to keep everything in its place.&lt;/p&gt;
&lt;p&gt;Check the clamp screws and transom bolts for tightness after running the boat a few hours (and periodically throughout the season) &amp;ndash; re-torque as necessary.&lt;/p&gt;
&lt;p&gt;&lt;span style="color: #c00000;"&gt;&lt;em&gt;&lt;strong&gt;WARNING: Overpowering a boat can cause severe instability. Don&amp;rsquo;t install an outboard with more horsepower than the maximum rating on the boat&amp;rsquo;s capacity plate. If your boat doesn&amp;rsquo;t have a capacity plate, consult the boat manufacturer.&lt;/strong&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Finish the Job&lt;/p&gt;
&lt;p&gt;The outboard is on the boat, now you&amp;rsquo;ll need to connect the fuel line, and do all of your pre-op checks (fuel filters, oil levels, propeller installation, etc.) before you hit the lake.&lt;/p&gt;
&lt;p&gt;Don&amp;rsquo;t forget the engine stop switch lanyard and required safety equipment as you&amp;rsquo;re loading your gear.&lt;/p&gt;
&lt;strong&gt;&lt;em&gt;&lt;img alt="" src="/BLOG/FEATURES PHOTOS/YAMsafety lanyard.jpg" style="border: 0px solid; float: left; margin-right: 15px;" /&gt;&lt;br /&gt;
&lt;/em&gt;&lt;/strong&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="color: #0070c0;"&gt;NOTE: Loose clamp screws could allow the outboard to fall off or move on the transom, causing loss of control and potential injury. Make sure the clamp screws are tightened securely, and occasionally check the screws for tightness during operation.&lt;/span&gt;&lt;/em&gt;

The sportfishing industry, through the American Sportfishing Association (ASA), sought to find out why not, and perhaps more importantly, what these self-professed anglers do instead of fishing. The findings of that follow-up study - On the Fence About Fishing &amp;ndash; conducted by Southwick Associates and Responsive Management on ASA&amp;rsquo;s behalf examines why anglers do and don&amp;rsquo;t fish, as well as offers recommendations about what will get them back on the water.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;With an estimated $1 billion generated by anglers each year for fisheries conservation, habitat restoration and angler access, there is much at stake in making it easier for people to enjoy recreational fishing,&amp;rdquo; said ASA Vice President Gordon Robertson. &amp;ldquo;The future of fishing and fisheries conservation depends on active anglers. These new findings provide information to help us to be more effective in attracting new anglers and keeping current anglers active."&lt;/p&gt;
&lt;p&gt;The primary reason cited by survey and focus group participants for not fishing was &amp;ldquo;not enough time,&amp;rdquo; most often due to changes in family, work or school obligations. Whether time considerations are real or perceived, all people still seek some sort of recreational escape that offers them fun, relaxation and quality time with family and friends. In choosing activities that replaced fishing, angling was often seen as less convenient than other pursuits.&lt;/p&gt;
&lt;p&gt;Key outdoor activities found to compete with fishing include hunting, camping, hiking, golfing, gardening and trail running or walking for fitness. Indoor activities included watching television, cooking and reading. Anglers&amp;mdash;whether still active or lapsed&amp;mdash;largely prefer outdoor activities to indoor ones. That leaves abundant opportunities to attract lapsed anglers back to the water.&lt;/p&gt;
&lt;p&gt;Key recommendations cited in the report to attract and retain anglers include:&lt;/p&gt;
&lt;p&gt;Emphasize Fun, Relaxation, Family and Friends &amp;ndash; Industry and agency fishing promotions and messaging must emphasize these components of fishing with a strong focus on how simple and fun recreational fishing is for men and women, boys and girls, novice and avid angler alike.&lt;/p&gt;
&lt;p&gt;Increase Convenience &amp;ndash; Because most anglers do not live in rural areas, fishing opportunities and access in urban and suburban locations must be provided, promoted and protected. Programs that lend equipment and provide simple, affordable instruction can help in this effort.&lt;/p&gt;
&lt;p&gt;Invite Someone To Go Fishing &amp;ndash; An interesting finding in the research was that many lapsed anglers said they would readily go fishing if someone simply invited them to go.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Active anglers inviting others to join them on the water could well be the most cost-effective and measurably simple way to improve overall angler numbers,&amp;rdquo; noted Robertson. &amp;ldquo;The Recreational Boating &amp;amp; Fishing Foundation&amp;rsquo;s Anglers&amp;rsquo; Legacy program is an excellent example of how avid anglers can help novice and lapsed anglers get back on the water.&amp;rdquo; &lt;/p&gt;
